The Community and Regional Affairs Committee considered                                                                         
SENATE BILL NO. 161 "An Act relating to the Alaska coastal                                                                      
management program" and recommended it be replaced with                                                                         
                                                                                                                                
          CS FOR SENATE BILL NO. 161(CRA) "An Act                                                                               
          relating to the Alaska coastal management program;                                                                    
          establishing the Alaska Coastal Policy Council; and
